李余粮同志生平
中国气象局气象干部培训学院湖南分院（湖南信息工程学校）原党委书记、常务副院长（校长）李余粮同志，因交通意外医治无效，于2020年6月12日上午7时32分（美国中部时间）在美国逝世，享年67岁。
李余粮同志1953年11月出生，湖南衡阳人，大学专科，高级政工师，中共党员。1971年11月参加工作，1976年6月加入中国共产党。1971年毕业于衡阳县一中，毕业后到湖南省气象观象台任高空探测技术员。1974年至1979年期间，两次入选中国登山队，攀登珠穆朗玛峰，承担高山科考和气象保障工作。历任五七干校队长、湖南省气象观象台探空组组长、湖南省气象学校办公室副主任、主任。1996年11月担任湖南省气象学校副主任、副校长（正处级），2007年7月任湖南省气象学校党委书记、副主任、副校长，2007年7月任湖南省气象培训中心党委书记、副主任、副校长（正处级、主持工作），2009年6月任湖南省气象培训中心党委书记、主任、校长，2012年12月任中国气象局气象干部培训学院湖南分院（湖南信息工程学校）党委书记、常务副院长、校长。2013年11月退休。
参加工作以来，李余粮同志一直忠诚于党和人民的事业，以高度的政治责任感和强烈的事业心，工作中兢兢业业、恪守职责，以身作则、身先士卒，爱岗敬业、无私奉献。
1974年至1979年期间，两次入选中国登山队，攀登珠穆朗玛峰，承担高山科考和气象保障工作，为新中国的登山事业做出了较大贡献。1975年获国家体委和中央气象局联合行文“全国通 令嘉奖”，1978年被评为先进工作者，并先后多次受到党和国家领导人的接见。
在从事气象工作期间，坚持一心扑在工作上，用心血和汗水抒写着自己青春。尤其是2007年任单位主要负责人后，努力拼搏、积极开拓，一年基本实现“改变单位人心散乱、工作无序、经济拮据”的任前承诺，2008年10月被评为湖南省直文明单位。2008年以来，李余粮同志带领干部职工“在艰难中求生存、在夹缝中求发展”，2011年2月，湖南省气象培训中心被纳入中国气象局培训分中心试点建设。他又着力加强培训特色、师资队伍、教材和课程体系、基础设施等培训能力建设，大力开展培训区域合作。功夫不负有心人，终于把不可能变成了现实，2012年12月成立中国气象局气象干部培训学院湖南分院（简称湖南分院），实现了湖南省气象培训中心的又一次跨越式发展。由于其工作业绩突出，1986至2013年先后10次被中共湖南省气象局直属机关委员会评为优秀党员。2014年1月，被评为全国气象工作先进工作者（劳模）。
李余粮同志时刻牢记自己是一名共产党员，时刻坚持全心全意为人民服务，廉洁奉公。在工作中，处处以党员的高标准严格要求自己，模范遵守规章制度，办事公平正道，不搞特殊化，不谋私利，在群众中威信较高。在李余粮同志的带领下，全体干部职工群策群力，不断努力进取、开拓创新，单位面貌焕然一新，职工收入和生活环境条件不断改善。他能积极关心群众，真情对待同志，总是想职工之所想、急职工之所急，无论是职工子女升学、就业，还是职工就医住院，或是青年职工的成长进步，他总能挺身而出、全力帮助。
从事气象工作四十年来，李余粮同志用他那充满智慧的头脑，火一样的工作热情和对气象事业的真诚和执着，对自己所从事的事业默默地奉献着。一粒砂中看世界，一滴水中见人生，李余粮同志觉得自己的价值取向是正确的，自己的职业是崇高的。四十年来，虽然经常劳累过度，但能为自己所热爱和追求的事业默默奉献，再苦再累他也觉得心甘情愿，虽然默默无闻，但只要能把对事业的情、对岗位的爱奉献给党的事业，只要能使湖南分院事业蒸蒸日上，充满活力，他就心满意足。
李余粮同志退休以后，仍然心系气象，继续关注我国气象事业发展和单位职工的生活成长，热情帮助，无私奉献。

Comrade Yuliang Li, age 67, former secretary of the Party Committee and executive vice president (principal) of the Hunan Branch of the Meteorological Cadre Training College of the China Meteorological Administration (Hunan Information Engineering School), passed away Friday, June 12, 2020 in Houston, TX.
Yuliang Li was born in Hengyang, Hunan Province, November 1953, college degree, and a member of the Communist Party of China. After graduation, he went to Hunan Meteorological Observatory to conduct high-altitude detection. From 1974 to 1979, he was selected twice by the Chinese mountaineering team to climb Mount Everest, undertaking mountain scientific research and meteorological support. He has served as the team leader of the May 7th School, the team leader of the sounding team of the Hunan Meteorological Observatory, and the deputy director and director of the Hunan Meteorological School Office. In November 1996, he served as the deputy director and deputy principal of the Hunan Meteorological School (at the division level). In July 2007, he served as the party secretary, deputy director and deputy principal of the Hunan Meteorological School. He was dedicated to advancing meteorological work. Especially in 2007, after being named as the chief leader in charge of the unit, he actively developed and realized the commitment of "transforming the unit's organizational structure, culture and economy" in one year. In October 2008, he was rated as a direct civilization in Hunan Province. Since 2008, Comrade Li Yuliang has led cadres and employees to "survive in difficulties and develop in the cracks." In February 2011, the Hunan Meteorological Training Center was included in the pilot construction of the China Meteorological Administration Training Sub-center. He also focused on strengthening training capabilities, training teams, teaching materials and curriculum systems, infrastructure and other training capabilities, and vigorously carried out regional cooperation in training. Yuliang Li always kept in mind that he was a communist, always insisted on serving the people wholeheartedly and honestly. He demanded himself strictly by the high standards of party members, abide by the rules and regulations in an exemplary manner, do things fairly and rightly, do not engage in specialization, do not seek private interests, and have high prestige among the masses. Under the leadership of Yuliang, all cadres and employees worked together to make progress and make innovations.
